Do I have to be sure before I call?
No. Call 15410 if gambling is costing you money, sleep, work, or a relationship. You do not need a diagnosis to ask for a conversation.
Signs it has stopped being a game
- The money is someone else's
- Rent, food, a loan, or money you told yourself you would not touch. If the stake is a bill, stop.
- You hide it
- A second account, a deleted history, or a story about where the money went. Secrecy is part of the pattern.
- You chase
- The next session is there to win back the last one. The amount goes up because the loss feels unfinished.
- You cannot stop when you said you would
- The limit was real until you crossed it. Then it moved. That is the point to get help, not the point to prove you can handle one more hour.
Who to call
Call 15410, Monday to Friday, 10:00 to 18:00. This is Mänguriliin, the phone line of the Consultation Centre of Gambling Addiction (Hasartmängusõltuvuse Nõustamiskeskus). Counselling is free for players and for people close to them. You can also write to [email protected]. Written counselling is free, and they aim to answer within three working days. Start at 15410.ee.
Outside those hours, call 116 123. The emotional support line is open every day from 10:00 to 24:00, the call is free, and you can speak Estonian, Russian, or English. It is run by the Social Insurance Board. If you are thinking about ending your life, call Eluliin on 655 8088, every evening from 19:00 to 07:00. Their site is eluliin.ee. If someone is in immediate danger, call 112.
Restricting your own gambling
The Tax and Customs Board keeps a list of people who have restricted their own gambling. The list is called HAMPI. It covers games of chance, including casino games, toto, and classical lotteries. It does not cover scratch tickets. You choose a term from 6 to 36 months. You cannot shorten it or cancel it early. When the term ends, you stay on the list until you apply to be removed.
Only you can file it. A family member cannot put you on the list, and you cannot put someone else on it. You file it in e-MTA under Registers and inquiries, then Registration, then Registration of gambling restrictions. You can also file it at a Tax and Customs Board service bureau or at an Estonian gaming location. A filing in e-MTA takes effect no later than the day after you submit it. A filing at a bureau or a gaming location takes effect within two working days.
Operators authorised to operate in Estonia have to refuse play to someone on that list. A restriction there does not close an account at a casino that does not use the list. Ask that casino to close the account as well. The Tax and Customs Board explains the steps at emta.ee.

Can I call about someone else?
Yes. Counselling is also for people close to a player. You still cannot put them on the Tax and Customs Board list. Only they can do that.
Can Black-Jack.Net close a casino account for me?
No. We do not run those casinos and we cannot reverse a deposit. Call 15410, and ask each casino you use to close the account.
